Public Health Strategic vision for Guatemala

ABSTRACT
Introduction: The Ministry of Public Health and Social Welfare of Guatemala (MSPAS) faces diverse limitations, challenges and difficulties to function efficiently and effectively. Each new government attempts to transform the MSPAS but succumbs to a culture of continuity, poor administrations and institutionalized corruption. This article proposes a strategic vision to enhance the Ministry of Public Health and Social Welfare of Guatemala performance.
Discussion: A solution is proposed to move the MSPAS towards the ideal, a population health system based on seven proven concepts ──systems thinking, three principal functions and ten essential public health services, disease causation levels, community liaising program, placed-based interventions, pharmacoeconomic mindset and a population health system. The solution comprises a Restructuring and Revitalization Program, understanding Restructuring as the reorganization of functions, structures, programs, services and benefits, and Revitalization as the development of a culture of excellence, high performance, transparency and accountability.
Conclusions: The social needs of the Guatemalan population requires a different MSPAS due to deficiencies in the current model, citizenship dissatisfaction and insufficiencies demonstrated by low levels of health access and coverage and high rates of morbidity and mortality. The change of a Ministry of Public Health and Social Welfare that fails to one that performs is possible. It is of the utmost importance then to secure multisectoral support to address system inefficiencies and give the opportunity to a different action plan under the collaborative leadership of committed, seasoned, resourceful and successful Guatemalan experts at local and international level.
