ABSTRACT
The growing risk of occurrence of an influenza pandemic in the next decades requires that sub-national orders of government (States, Provinces, Municipalities) be adequately prepared, through the translation of national and International guidelines into operative action plans. Local planning needs to be based on five pillars: 1. Coordination and Organization, 2. Epidemiological Surveillance and Laboratory, 3. Health Care, 4. Outbreak Control, and 5. Risk Communications. One of the greatest difficulties in the pandemic planning process has been the translation of national preparedness plans into efficient and effective local plans for preventing and delaying the introduction of the disease in the community and its dissemination. There is no certainty of how and when the next pandemic will occur, but the fact is that one will occur and its effects can be of great magnitude in terms of morbidity and mortality. The organization and planning of preparedness and response activities will allow for the mitigation of that impact. Also, pandemic planning helps to strengthen the response to other emergencies of great magnitude, irrespective of its origin and nature.REFERENCES
