Proposal of the bases of the ALERTA (RS) System for surveillance of products and technologies subject to health registration in Cuba

ABSTRACT
Introduction: The Health Registry evaluates products and technologies of health interest before their commercialization in the country. This activity is complemented by control and surveillance by state health inspection agencies.Objective: Present a proposal of bases for the ALERTARS System for control and surveillance of products and technologies of environmental use commercialized in the state market or by private institutions and subject to health registration.
Methods: A document review was conducted from September 2013 to March 2014 about some national and international alert-action systems for foods, materials and substances in contact with foods, cosmetics, toiletries and personal use articles, tobacco manufactured products, toys, and products and technologies of environmental use. Identification was made of the requirements to be met by such a system in our context.
Results: A proposal is presented to state health inspection bodies of the bases for the ALERTARS System, contextualized in keeping with the organization of our Health System in the area of Hygiene and Epidemiology.
Conclusions: For the first time in the country, bases are proposed for the development of an Alert-Action System supported by systems based on risk evaluation analysis.
