Public policies on school violence: between law and reality

ABSTRACT
The report on violence against children (UNICEF, 2006) reaffirmed that child violence in school is a long-standing issue and a serious social problem. Cuba does not get away from this phenomenon. Despite the existence of legislative and normative rights established in the country, the truth of the matter is some members of the child and youth population cannot make their life projects come true, and also are excluded from educational opportunities. That is why the contradiction between law and reality must be sorted out, because these members are Cuban citizens and therefore individuals with full rights. This paper tries to prove the need to develop educative public policies concerning school violence, because there are few scientific researches on this topic in Cuba. As a result, an exploratory study of educative experiences, based on the legal and normative framework on school violence in force, was achieved, aiming for the prevention of the phenomenon and/or for the promotion of an education for peace and human rights in educative institutions. The State and its social representative, the Cuban Ministry of Education, work together in order to prevent school violence, but there is still a question to answer: Does the existence of educative policies on school violence assure the prevention of the phenomenon?
