Affirmative actions: The case of the Uruguayan Social Card for trans population

ABSTRACT
Since 2010, Uruguay begins in the construction of public policies from a human rights perspective. In this context arises the use of affirmative action as a way to gain recognition and the beginning of social power redistribution for certain excluded groups such as the sexual diversity. This article describes the process of a social benefit called Uruguayan Social Card (TUS) awarded to trans persons in Uruguay: first, describes the new Uruguayan scenario on the public policies implemented to sexual diversity; secondly, the process of granting the card as one of the recognition lines of this population rights; third, a characterization of the trans population in Uruguay; and finally, we make a reflexion about the scope of TUS as an affirmative action.
