Instrument for evaluating the implementation of cadres policy

ABSTRACT
Introduction: In applying a correct chart policy it is necessary to establish validated instruments to evaluate its compliance. Validation is the process of culturally designing and adapting an instrument to the medium where it will be implemented in order to collect real information.Objective: To validate an instrument for evaluating the implementation of the policy of cadres.
Methods: An instrument with 35 items was designed to evaluate the application of the policy of cadres in the Public Health System. It was submitted to valuation and validation. Validation was done through the trial of nine experts from the Ministry of Public Health. The work had four phases: a) preparation of the instrument, b) review by nine experts for evaluation, c) the instrument was received with the observations made by the experts d) analysis and determination of statistical reliability through the SPSS program 20. A pilot test was carried out on 25 units of national subordination.
Results: The percentage of approval among the experts was 90% and a reliability by Cronbach's Alpha of 0.83 indicating that the items measured the same construct and are highly correlated.
Conclusions: The instrument was validated with high reliability, it can be used by the specialists of cadres of health institutions to evaluate compliance with the implementation of the policy of cadres, which will allow to detect the gaps on which they must work and will serve as a working tool.
