International Cooperation for the Development of a New Model of Primary Health Care (PHC) in Haiti

ABSTRACT
Objectives: To analyze the practices of international cooperation in the health system in Haiti in the provision of services and aspects related to primary health care and to propose a new model within the context of the global financial crisis. Method: Using a document qualitative descriptive study and performing 22 semi-led interviews on Haitian health system, the main actors in international cooperation, their outreach to health primary care and in parallel we assessed the development of a pilot experience of their organization in that country. Results: The results show a health system without leadership, disorganized and fragmented, inequitable funding and access, offering poor service, lack of clarity about the importance of this level of care, a policy determined by the weight of international financing in the national budget and unable to articulate policies. A disjointed international cooperation, trying to build a micro space and lacks a vision of how to make it operational. Conclusions: The proposed renewed Primary Health Care provides that «the State effectively take advantage of the international environment in terms of the development of a health model» equitable and durable that can respond adequately to the needs of the population.REFERENCES
