ABSTRACT
Implementing the 2005 International Health Regulations (RSI 2005) is a top priority task for all countries which signed the agreement and it is a special challenge for developing countries. A legal-supported and organized process on the basis of strategic planning could be the cornerstone of success. This paper presents a methodological proposal based on the experiences provided by the research implementation of the 2005 IHR in Cuba.
