Analysis of the functions of stewardship from the conceptual framework and legal framework in México

ABSTRACT
lntroduction. The health system aims to improve the health of its population,
to achieve the above have been established four key functions that are: the
provision of health services; the generation both human resources and other
inputs to provide health services; financing with the dimensions of collection,
pooling and strategic procurement; function and considered by the authors
as the most important, the stewardship.
Goal. ldentify according to available
literature and the regulatory framework in Mexico, barriers of the lead role as
well as the relatlonships that exist between the stewardship and the functions
of financing and provision of health services.
Methodology. Perforrned a
documentary research of the legal framework related to the function of
stewardship in Mexico's health system, as well as a review of the conceptual
framework; the main categories that were studied were the functions of rectory,
financing and provísion of health services, with the intention to establish a
comparison between the components descríbed in the legal framework and the
proposed conceptual framework.
Conclusions. There are few reliable research
work related to the theme that addresses this work, something unfortunate, still
a matter of importante for other relevanttothe stewardship in health and more
for those who studied the health system in our country. lt is true that in Mexico
there are breakthroughs in terms of the stewardship of the health system,
reflected both in the legal framework, its actors and its functions, however,
there are certain obsta eles that have not allowed to consolida te it. The lead role
should remain in the Government, but executed by a single instance, and having
only this functlon, generatlng synergy between this function and the functions
of funding and services. You should have substantial changes in the General
Health law statlng clearly and expllcitly the guiding functions and actors; allow
greater partlcípatlon of soclety In the ldentification of priorities and formulation
of public polícies on health; strengthen intersectoral work; without neglecting
the prívate sector; and promote research in this topic.
