ABSTRACT
This paper will address some general issues that health professionals should consider when incorporated into a working team to assist people with special educational needs. It also addresses the definition of disability and special educational needs emphasizing the type of factors involved in the individual development considered as a comprehensive biological, psychological and social being. It is assumed that the existence of a delay during the psychological development is often known as mental retardation, and in legal terms this is known as intellectual disability. In compliance with the national and international laws, all professionals should rely on the typology or official classification regarding the term disability. We posit, however, that this retardation in psychological development is the product of the combination of biological and cultural constraints and thus, it cannot be addressed as the product of a “retarded mind” or personal disability. The main data on disability in Mexico, according to 2010 INEGI census is shown, underlying socially the importance of special education. It is also argued for the importance of multidisciplinary work and the need to break down barriers among different professionals who attend these populations.
