Classification of reports of disturbing phenomena attended by the IMSS Virtual Center for Emergency and Disaster Operations in 2023

ABSTRACT
Introduction. The increase in disasters in the last decade has driven the need to assess natural and human risks. In response, the Virtual Center for Operations in Emergencies and Disasters was created in order to offer a coordinated response to critical situations that threaten security, infrastructure and institutional functioning. The IMSS actively participates in these emergencies, both internal and external.Objective. To describe the number of disruptive phenomena that have been attended to in the Virtual Center for Emergency and Disaster Operations of the Mexican Institute of Social Security from January to December 2023 at the national level, with the classification of Civil Protection and the World Health Organization (WHO).
Methods. The reports of disturbing phenomena attended in the CVOED during 2023 were reviewed and classified considering the Federal Civil Protection Law of Mexico and PAHO.
Results. In the CVOED during the year 2023, 760 initial adverse events were registered, of which, considering the Civil Protection classification, the total of Anthropogenic phenomena were 490 (64.47%) and 270 of Disruptive Natural Phenomena (35.53%).
Conclusions. The importance of threat classifications lies in understanding and managing risks at the local and national levels. The difference between the Civil Protection classifications in Mexico and the WHO-STAR is highlighted, highlighting the accuracy of the latter. In 2023, the CVOED used both classifications to manage adverse events, identifying the most common types of adverse events. However, more in-depth research is needed to better understand the risks and hazards, and to make effective decisions and responses during critical event monitoring.
