Corruption and health 3: leadership development to transform health systems

ABSTRACT
Introduction: the development of new leadership to transform health systems is imperative since corruption represents, without a doubt, the biggest impediment to improve the health and wellbeing of people around the world, and a barrier to global political and economic progress.
Objective: design a state-of-the-art education model to prepare leaders with a future-focused, shared and servant leadership approach; equipped to address inefficiencies and corruption within health systems and create cultures of excellence, innovation, high performance and accountability.
Development: the problem of health sector inefficiencies and corruption is analyzed. A solution to train new generations of world class leaders to reform health systems is researched. A curricular program is designed based on the integration of four fields of study (health intelligence, executive leadership, integrity and anticorruption, health economics) offered traditionally in separate schools or manner, but considered interdependent and indispensable to provide a modern, comprehensive, balanced and up to date health education according to contemporary health priorities and challenges. A new Master of Public Health in Leadership, Integrity and Effectiveness is proposed with open access to any institution interested in its implementation.
Conclusions: in order to resolve the inefficiencies and corruption that health systems face around the world, particularly in Guatemala, the next generation of health leaders must have the competencies and skills to reform health systems, and a lifetime attitude and courage to combat the inefficiencies and corruption embedded in health systems.
